Jordan rolls out AI-supported reading program across primary schools

Jordan’s Ministry of Education has begun a nationwide literacy initiative using AI-supported reading technology, marking one of the country’s largest coordinated efforts to strengthen English reading outcomes at primary level.

The Ministry of Education of Jordan has launched a national literacy initiative in partnership with Amira Learning, Carter Education Group, and NorthStar Education, introducing AI-supported reading instruction across primary schools. The program aims to improve English reading fluency, comprehension, and student engagement, while generating national-level data to inform future literacy policy.

The initiative will begin with primary schools across multiple regions of Jordan, focusing initially on students in grades four and seven. Teachers will take part in professional learning and coaching before a twelve-week instructional phase, with students completing pre- and post-program assessments to measure progress.

During the pilot, students will take part in three to five one-to-one reading sessions per week using Amira’s AI learning agent, with sessions lasting between ten and fifteen minutes. Data collected through Amira’s assessment and reporting tools will be used to inform a potential year-long national rollout.

According to the Ministry of Education, the program aligns with Jordan’s wider priorities around English language development, foundational literacy, and skills needed for participation in a global economy.

English language proficiency is not simply an academic requirement—it is a critical skill that strengthens understanding, builds confidence, and connects our students to the world.”

AI, assessment, and teacher insight

Amira Learning’s technology listens to students read aloud and provides immediate feedback, while generating progress data for teachers. The system is grounded in the Science of Reading and is designed to link assessment, instruction, and tutoring within a single platform.

Tashman says the approach represents a shift in how reading support is delivered. “The Amira Learning initiative represents a shift from traditional support to intelligent, personalized learning,” he says. “By responsibly integrating artificial intelligence, we are enabling students to receive targeted support, while equipping teachers with precise, actionable insights that enhance classroom practice.”

As part of a potential national scale-up, the program will include Arabic localization for teachers and parents, locally relevant reading materials, and assessment benchmarks adapted to the Jordanian context. The Ministry estimates that a full rollout could reach up to 800,000 students nationwide.

Regional context and international partners

The Jordan initiative builds on Amira Learning’s use in other education systems, including Northern Ireland, Costa Rica, and India, where the company reports measured improvements in reading outcomes. Jordan’s Ministry of Education has positioned the program as a regional example of how AI tools can be introduced alongside structured pedagogy and national curriculum frameworks.
