ETIH Innovation Awards 2026: judges spotlight on Jack Dowling

Transformation leader joins judging panel with experience in AI, operations, and large-scale business change across retail, logistics, and financial services.

We’re pleased to welcome Jack Dowling to the ETIH Innovation Awards 2026 judging panel, bringing experience in strategic transformation, AI implementation, and operational delivery across multiple sectors.

As part of our ETIH Innovation Awards 2026 spotlight series, we’re continuing to announce the judges who will review entries across this year’s categories.

Each judge has been selected for practical experience, sector insight, and the ability to assess impact in real-world environments.

We’re pleased to welcome Jack Dowling to the judging panel, whose work focuses on translating emerging technologies, including AI, into measurable business outcomes.

Judge profile

Jack Dowling is a transformation leader specializing in strategy, product, operations, and AI. He has delivered large-scale transformation programmes across retail, logistics, financial services, and public sector organisations, with a track record of driving both revenue growth and operational efficiency.

He currently works as an Independent Consultant and Operating Partner at Hullabaloo Consulting, where he supports organisations including Liberis and Huboo on go-to-market transformation and operational strategy.

Prior to this, Dowling served as Director of Transformation and Operations at Post Office Ltd, where he led the strategic transformation of a core business segment. His work included introducing new service providers to expand beyond a long-standing exclusive relationship model, alongside leading cross-functional initiatives spanning product development, commercial strategy, and operational execution.

Earlier in his career, Dowling was Senior Transformation Manager at Frasers Group, reporting directly to the COO. During this period, he contributed to significant digital growth, supporting the expansion of global online sales and operational improvements across fulfilment, logistics, and customer experience. His work included redesigning operating models, improving payment processes, and supporting the integration of acquired e-commerce brands.

Dowling began his career in consulting at North Highland, delivering transformation programmes across sectors, including retail, telecommunications, and e-commerce.

Alongside his commercial work, Dowling has been involved in workforce development initiatives, with a focus on supporting organisations to build the capabilities needed to adopt new technologies, including AI, in a structured and sustainable way.

His professional focus centres on helping organisations move beyond experimentation to practical implementation, ensuring that technology adoption delivers measurable outcomes across both operations and workforce capability. He brings a perspective grounded in execution, scale, and real-world impact to the judging panel.

Enter the ETIH Innovation Awards 2026

Entries for the ETIH Innovation Awards 2026 are now open. Submissions are reviewed by an independent judging panel made up of education leaders, researchers, and practitioners, including judges such as Catherine Buckler, Neil Almond, Al Kingsley OBE and Tina Austin.
